In terms of functional innovation, the design of the ‘cross street’ is adopted, through which the original building is divided into four relatively independent partitions, effectively solving the problem of the original building scale being too large and the difficulty of fire protection design. The cross street not only forms an atrium space similar to a commercial pedestrian street, which plays the role of fire evacuation, but also becomes a traffic hub with rich spatial levels. In the design of the government office hall, focusing on the openness and freedom of space, the staff at the office window and the people can communicate and exchange information face-to-face in close proximity, reflecting the new government service concept of focusing on the people, and improving the service efficiency and user experience.
