Toa Baja, a municipality on Puerto Rico’s northern coast, faces significant challenges due to its low elevation, including sea-level rise, periodic flooding from the Toa Baja River, and inland water runoff. Hurricanes, such as Maria in 2017, have caused severe destruction, and climate change threatens agriculture, biodiversity, and economic stability. Despite its fertile plains, over 80% of Toa Baja’s food is imported at higher prices, with failed attempts at local rice and shrimp farming due to economic and logistical barriers.



The urban layout consists of fragmented developments disconnected from surrounding agricultural and ecological systems. The historic old town, established in 1745, struggles with population decline and economic hardship due to recurrent flooding. Other areas include informal settlements like Toa Ville and gated suburban communities such as Ingenio, which lack essential urban amenities. Large public agricultural lands remain underutilized, including a defunct nursery within a grove of royal palms. This area, situated along a key transportation corridor, presents an opportunity for revitalization.



The Toa Baja Regenerator project aims to mitigate flood risks, promote community-based agriculture, and enhance public spaces to strengthen the town’s identity. The strategy includes:



1. Topographical Regrading & Green Infrastructure: Modifying the landscape to manage river and inland flooding by creating wetlands and retaining water in lowlands.

2. Community-Integrated Agriculture: Encouraging local food production to improve quality, reduce dependence on imports, and generate income.

3. Public Spaces & Connectivity: Developing community facilities and an eco-agro trail system to link historical and agricultural areas.



A new berm system will protect communities from flooding, while redesigned floodplains and water channels will direct excess water into a large wetland acting as a sponge. The irrigation network will integrate with the river system, fostering sustainable water management.



By addressing Toa Baja’s environmental and economic vulnerabilities, this initiative aims to create a resilient, self-sufficient, and vibrant community.
