“The Hesheng Urban Land Readjustment Zone” is located in Louchuo Village, southern Pingtung City. It is bordered by the Shashexi River to the north, the Niuchou River to the west, Hesheng Road Section 2 (Provincial Highway No. 1) to the south, and an existing river channel to the east. The total area covers approximately 7.31 hectares.
Situated at the confluence of the Wannian and Shashexi Rivers, and adjacent to the major junction of Provincial Highways No. 1 and No. 3, the site enjoys a strategic location and serves as a key gateway into Pingtung City.
This project marks the first of its kind in Pingtung County—and the first approved across Taiwan’s 22 counties—to undergo a comprehensive urban planning review and zoning amendment for reserved public facility land. Originally designated as the largest park reserve within the urban planning area, the site remained undeveloped for over five decades, resulting in underutilized land and a lack of integrated planning.
The current readjustment plan aims to release approximately 7.31 hectares of this reserved land. Through thoughtful urban design, land management, and comprehensive planning, the project will create a high-quality residential environment and well-designed public spaces, significantly enhancing the cityscape and living standards—positioning the area as a new center of life in Pingtung.
