Green Village: A Sustainable Source of Ecology and Life

Provincial Highway No. 9A is the only road connecting Wulai and Xindian — truly the lifeline of local transportation. However, it was severely damaged by Typhoons Soudelor and Dujuan in 2015. The resulting loss of water, electricity, and road access turned Wulai into an isolated island, once again proving that excessive human development inevitably invites nature’s backlash. The event awakened public awareness of landslide hazards and the urgent need to balance human development with environmental sustainability.
How can this balance be achieved?
First, by enhancing road resilience and returning land to nature to strengthen national land conservation.
Second, while improving the landscape, we also create pedestrian-friendly spaces.
Third, in cooperation with the Biodiversity Research Center, we carry out the rescue, conservation, and restoration of rare plant species, and in partnership with the Taiwan Roadkill Observation Network, we analyze wildlife collision hot spots and establish eco-passages and wildlife-friendly slopes to safeguard the continuity of life.
For road users, we listen carefully to every voice, incorporating community feedback into landscape improvement. Meanwhile, routine maintenance continues the fine sculpting of visual landscapes. The entire initiative is driven by cross-agency collaboration, integrating resources to maximize efficiency and impact.
Following the site’s natural conditions and learning from nature itself, we have created distinctive spaces such as botanical showcase slopes, post-disaster healing green corridors, and restful pedestrian areas that care for travelers’ footsteps. These nodes are connected to form a continuous linear network that not only ensures traffic safety but also enhances overall landscape quality.
Throughout the process, discarded materials are sustainably reused to practice net-zero carbon principles, while native species are restored to stabilize the ecological foundation and strengthen biodiversity — together demonstrating multiple values of climate regulation, environmental education, and carbon storage.
